CA4MAGA Forming a New Chapter Organization Guidelines


Californians for MAKING AMERICA GREAT AGAIN, Inc.

Dear Chapter Applicant,

     We are formerly known as “Californians for Trump“, set up in all 58 counties with a trained volunteer precinct force ready to take on Cruz during the primaries. Our leadership and volunteers were extensively used when the California Trump campaign came to our state, many of us as RNC Delegates and VIP’s at the Inauguration!  A very exciting time since 90% of Trump supporters have never worked on a campaign! We are continuing that successful organization as “Californians for Making America Great Again,Inc.” (CA4MAGA).   We continue to NOT be affiliated or endorsed by any political party or candidate (that would violate our nonprofit status). We are focused on the “ISSUES: that will make each of our communities “Great Again.”

A secondary purpose of our organization is to become a Californian Republican Party (CRP) charter- as a means to assist TRUMP’S PARTY and provide a base for our supporters not quite ready to fully become involved with their local republican party.  As delegates to the party we want to help increase the “Trump Deplorables”  in party politics.  Our local chapters and state charter is open to ALL registered and decline-to-state voters (as “associates”), yet only the Republicans can vote during the meetings. The reasons for this new organization are as follows:

  • Most Trump Volunteers and Supporters (MAGA Advocates) have yet to find a “home” or organization that they are comfortable with.
  • There is a major disconnect within the conservative movement, with splintered groups and self-serving individuals profiting from Trump’s populism and this conservative disorganization. Our ID Filings shown above demonstrate we are a genuine group, professional, and will get the job done. It is time for change in CA. 
  • The need to have a “Code of Conduct”, and a vetted membership organization, is vital to provide the “checks and balances” of our state liberal “super majority”
  • Working with our elected officials, positive support and education is needed at town halls, legislation, and other advocacy as a result of the hostility and intolerance perpetuated by some members of our community: our group advocates that political affiliation should be a protected civil right.  
  • Providing voter education and training supporting the MAGA policy advocacy and lobbying
  • Open to ALL registered voters (non-republicans are “associate” members) to increase government participation.
  • We will provide the forum for coalition organization around ISSUES, marketing of those issue advocacy, and  a training mechanism to reach the broad ranges of our state.                                                                                                                                                                                           

    The requirements for a CRP State Charter with Chapters are as follows (Art. III.3.01):

  1. Our CA4MAGA needs to have chapters or subordinate units, each of which shall have not fewer than ten (10) registered republican members, in at least ten (10) counties, and three (3) of these units must have been recognized as a “Local Charter”
  2. The organization has a statewide membership of a minimum of 200 persons.
  3. The organization has at least one chapter in three of the eight regions:

(A) Region 1 (North West) shall include the following counties: Del Norte, Humboldt, Mendocino, Sonoma, Napa, Lake, Solano, Trinity, and Yolo.

(B) Region 2 (North) shall include the following counties: Yuba, Butte, Sierra, Plumas, Lassen, Nevada, Shasta, Tehama, Glenn, Colusa, Sutter, Modoc, Siskiyou, Placer, El Dorado, Amador, Alpine, and Calaveras.

(C) Region 3 (Bay Area) shall include the following counties: Alameda, Contra Costa, San Francisco, San Mateo, Santa Clara, and Marin.

(D) Region 4 (Central Valley) shall include the following counties: Tulare, Kings, Fresno, Madera, Mariposa, Tuolumne, Stanislaus, Merced, Kern, San Joaquin, and Sacramento.

(E) Region 5 (Central Coast) shall include the following counties: Ventura, Santa Barbara, San Luis Obispo, Monterey, Santa Cruz, and San Benito.

(F) Region 6 (Los Angeles) shall include the following counties: Los Angeles.

(G) Region 7 (Inland Empire) shall include the following counties: Riverside, San Bernardino, Inyo, and Mono.

(H) Region 8 (South) shall include the following counties: San Diego, Imperial, and Orange.

  1. The petitioning organization shall submit a copy of its approved bylaws, governing documents, charters from other Republican organizations and Republican county central committees, together with the names and addresses of at least 200 Republican members and a list of the organization’s officers

STEPS TO TAKE TO FORM YOUR LOCAL CHAPTER:

Below you will find a suggested Agenda to form your chapter. You will also find an example of the Minutes and the Bylaws for your local Chapter. This is the first step in forming a chapter (this is not the Bylaws or structure of the State Charter- that 21 page document is available on our state website to be produced soon).

  1. Each Chapter will have its own page on the state website
  2. The New Member Application (attached) is CONFIDENTIAL and is not to be made public. This application is mailed or scanned and sent to the State Executive Secretary (Rita Walker) or wwalker@ca4maga.com . Note: it is projected to have the first Elected State Board at the CRP Convention October 20-22, 2017 at the Anaheim Marriot (700 Convention Way).
  3. Annual Membership cost $25 for each person (unless this is a hardship, or College student) and members must be over 18. Dues help to ensure the member is serious and is vested into being an active participant in the group (Chapters keep $10 ea due paid).   4. Associate Members (not registered Republicans, or under the age of 18) also pay $25.
  5. Donations and membership dues are NOT tax deductible. Checks can be made out to “CA4MAGA or Californians for Making America Great Again”. If cash is given, please give a receipt.
  6. BENEFITS OF MEMBERSHIP: Members will be given access to online Coalition Groups to assist in the local and state-wide activism “tasks” which may include letter writing, radio and media communications, phone calls, and public rallies.  With this advocacy and training comes the education and skills necessary to be involved in community and government affairs. As advocates for the MAGA agenda they will help educate their local communities with the issues that Make America Great (such as patriotism, supporting law & military/veteran communities, voter integrity, jobs, immigration reform, financial solvency and government accountability, national security, academic success, homelessness, discrimination and intimidation, and media education).  Chapters and members will be associated with a professional organization they can be proud to be associated with.  Secondary, as voting members of our state delegation they will play a part in the CRP Platform.
  7. Names and addresses need to be VERIFIED of each membership, and this again is confidential.There is a roster for each new chapter as part of their secured online organization.
  8. Minutes and the Attached Agenda need to be copied for your records and sent to the State Executive Chairman (W. Walker) at wwalker@CA4MAGA.org, or attached to the online file system.

Additional discussion on next steps and activities will be forth coming as Chapters are formally set up and our newsletter begins distribution. There are many volunteer leadership positions that each chapter may not initially fill. It is important to get individuals who are dedicated and treat the role as a serious one.

 This is a list of Executive Board positions to be filled (elected) for each Chapter:

  • President
  • Vice President
  • Treasurer
  • Secretary
  • Immediate Past President (not filled at this initial formation stage)

Once you have a Board, these APPOINTED (not elected) positions can be filled (this is a suggested list, your local Board can add/modify, etc) (Art IV. 2 Appointed Officers:  The appointed officers (if any) shall be appointed by the President and confirmed by a two-thirds majority of the Board of Directors.  The titles, duties, and terms of office for all appointed officers shall be specified by the Board):

  • Data Manager (provides research, polls, and voter statistical reports for the local and state, may assist Secretary with membership database);
  • Volunteer/Membership Coordinator: (Works closely with Data Manager in processing new volunteers, updating volunteer contact, and position(s) within the campaign; Effective processing of volunteers includes gaining an interest level of a volunteer, and explaining all the various positions and committees available, including processing into a “coalition” if applicable; outreach to gain new volunteers, and coordinating with outreach liaisons in various coalitions and committees.)
  • Office Manager: (when applicable: Administrative Assistant/support of the volunteers’ efforts for a successful organization [i.e. arranges to furnish it with office equipment, supplies, and furniture; arranges installation of phone and internet service, etc.]. Maintains a binder of contacts for all aspects of the chapter and state charter organization including numbers to refer to media, legal, security, fundraising, etc. Maintains refreshments and provides support for incentive programs for volunteers).
  • Collateral/Fund Raising Manager: (Works closely with both Office Manager and Treasurer; Liaisons with state level Fund Raising Director. Includes supplies to identity members of chapter. Maintains and documents inventory control and work, including in-kind donations)
  • Phone Banking/Lobbying App Lead: Trains phone and Lobbying Application Volunteers on script at office or home. Works Closely with Social Media and Print Media Managers
  • Social Media Manager: (May also be Print Media Manager. Responsible for maintaining and administering content of County Social Media presence in Facebook, Twitter, Instagram, etc. Ensures fidelity including volunteer recruitment, event postings, and relevance of content, and vetting of social media members. Organizes a Social Media committee to post online comments with local and state media, elected officials websites and social media platforms, etc. Eliminates Fake and/or irrelevant news; Works closely with Regional Media Team and takes direction from Chapter President, Regional Field Director, and State Charter Media contact.
  • Print Media Manager (May also be Social Media Manager. Organizes volunteer committee into writing letters to the editor, local elected officials, and email newsletters to the chapter members.)
  • Events Coordinator (Fairs/Booths) (Responsible for monthly calendar of events approved by the Chapter well in advance that supports and promotes a positive advocacy of the MAGA messaging in local neighborhoods. This includes Voter Registration Tabling, Flash Rallies, and volunteer recruitment.)
  • Voter Integrity/Registration Trainer: (Trains Volunteers interested in setting up Voter Registration Tables and Integrity Training in their cities. Helps “Tablers” to secure locations that are densely populated. Provides samples of documents, etc.)
  • Government Affairs: (Tracks bills and legislation relating to MAGA Advocacy, helps coordinate and promote local initiatives and recall referendums, may do outreach workshops on FakeNews identification, and education reform issues [videos available from Charter])

                                                                                                                                                                                                                                                                                                                       

  1. CODE OF CONDUCT: Please see the separate attached Code of Conduct for BOTH the Charter and Individual members. Members should sign this COC and filed at both the Chapter and State level. This is an important document. Our concern is infiltration by non-MAGA supporters and those who may want to be confrontational, inciting violence, to bring about negative media for our group and elected officials. Any questions- please ask.

 


III. Financials:  One of the many reasons why a 501(c)4 is most attractive at this time is that we ARE allowed to carry on partisan (Republican) activities as long as it is not our PRIMARY function. Our focus is on MAGA advocacy, not party or candidate politics. A detailed training video will be given to the Chapter Treasurer and that individual may want to train the board and members. Here is a brief recap:
